2005 40hp 2cycle throttle problems

my 40hp will start and idle great. Even runs at low rpm with no problems but when i try to throttle up for top speed it starts breaking up. Spits and sputters! Some times it will start to clear up then go right back to same problem. Any suggestions??

May start with cleaning carbs and checking entire fuel system.
