Ask for service receipts for the work or the name of the dealer. The seller should have no problem with this - if he does, he is hiding something.
Regardless, take the outboard for a run if it is still on a boat - also, have at least a compression test done even though the seller says it has only 60 hours.
Have that lower unit looked at - especially check for bent prop shaft. I would pay a good marine mechanic to check it out for me - you are making a sizable investment - you don't want any surprises.

for a 4k-5k investment its worth the hundred bucks for a mechanic to look at it and run a few checks. besides what ken said, also check the trim tilt rams for leakage or pitting.
