F250 surging between 1500-2000 rpms

1995 F250 the has started surging when it is between 1500 to 2000rpms. it Idles great and runs fine but when you come off plane and get below about 2300rpms it starts to surge in a rythme from 2000 them drops to 1500 then back to 2000 and so on. If add power to above say above 2300 it stops or if I pull it back below 1500 it stops. Had it hooked up to laptop and there are no codes when motor is off and I have changed plugs that did not help. What is next.. Thanks.
