1999 250 ox66 stator problem

i have a 1999 250 ox66 has weak to no spark on one bank .checked charge coils one reading 140 ohms the other 293 ohms. swapped out stator,started and ran fine at idle, but when i came back down from a plain the problem was back.the new coils read about the same ohms as the old. could it be the cdi taking out the coil?

was this a new stator or a new to that powerhead stator?
its also why I dont use an ohm meter for testing.
I rely on charge coil output voltage.
140 ohms is on the low side out of spec.
however 140 ohms is not an open circuit.

it was new to that powerhead.bought it used! how do i check coil out put voltage?
