Cold Starting 9.9

I have a new to me *****ing motor on my fish boat that won't start without eather. It is a T9.9ELRU. I have changed the plugs. New fuel filter in the engine and new filter water seperator. Compression is 125 psi per cylcinder. Once the engine is warm it will run all day. On top of the carburetor is what apears to be a solenoid with a needle value sticking out the bottom. What does this do? Is this some type of and cold starting asist. Any ideas?
