2005 Yamaha 50TLRD Carburetor

I know I have carburetor problems since my motor only runs when the fuel enrichment switch is on open. I have clean the carburetors once and about to soak them in carburetor clean for about a hour a piece. Then proceed to clean them again. My question is do I seat the jets fully or back them out some, if I need to back them out how much for the main jet and how much for the pilot jet? At this point in time I will be changing spark plugs and the fuel filter. I have also change the fuel line from tank to engine. If this doesn't work are there any other options I may try.

The jets inside carbs should be tight.
