VZ 250 '03 overheat alarm

Hi, The overheat alarm sounds off at slow idle but goes off when you pick up the idle and have no problem with it when running . Good water flow at tube and water is cold not hot if the motor was hot. Any ideas as to what could cause this to sound off? Any info appreciated.

After finding some info on some previous posts I looked for the poppet valve and took it apart and found a small piece of sand/gravel under the valve that could possibly be holding the valve open and not allowing the block to fill at low rpm. Does this sound like a possibility?

yes, stuck open PRV will cause low RPM overheating
