2005 40 HP outboard motor- problem! please help

I have a 2005 40 HP Outboard motor. The motor has always run great.... I routinely change the spark plugs and did so two nights ago. Took the boat out yesterday and at idle- it is 'missing' a lot and will stall out every 10 seconds or so...if i put it in gear, it will ***** at a faster speed- but still sound like it's missing....then when i push the throttle down fully, it will just sit there and act like it wants to stall out- then about 30 seconds later, it will kick in out of nowhere and get up to full speed...once up to speed, it runs solid and just as smooth as can be...but the fact that it stalls out when idle and when i push the throttle down, it takes up to a minute to get any reponse if it doesnt stall out concerns me...

Does anyone have any idea what this could be? Plugs are new....so could it be a coil or what?

fuel pump or Carbs need cleaning is my guess
