Not hitting Topend

Hey all, help please, Ive got a 99 150 trp and its not hitting topend. Was runnig great then lost rpms, 5800 down to 5000, its surging like it wants to go then nada. New plugs, new fuel pump diophrams, after the repairs runs better but not quite there. Any ideas????

test lp pumps after rebuild ?

fuel restriction/airleak
clogged carbs
