25hp high thrust Water in the oil

Hi all i have a 2001 25hp high thrust four stroke.Im getting water in the oil.I changed the head gasket but the problem is still there.I took the block off and found an emulsified blob on the gasket round the water port.There was a build up of carbon and salt too on the other ports.After inspecting the gasket further i found a flat spot on it.

Does anyone think this could be problem solved im not entirely conviced.The oil pump seal has been mentioned is this an easy job to do ?

PS the engine has never got hot and runs/starts perfect.
