Impeller change easy fix? Well it's suppossed to be.....

I have a 40MSHW (1998) the water stopped shooting out of the tattle tale, so I figure it's time to replace the impeller kit. I buy the impeller kit and replace everything. When putting the housing ove the impeller i rotated the housing counter clockwise to fold fins. The cooling system is still didn't work, however steam is shooting out of the tube now. I look at the parts diagram and realize that I forgot the rubber grommet inside the top orface of the impeller housing. Water will now flow out of the tattle tail, But not before I force the muffs against the water intake and it takes acouple secs until a steady flow comes out. The flow does not increase power when the engine is reved up. Further more if I turn the engine off and back on no water is pushed thru the block until I force the pressure of the muffs against the intake. If I take off the foot and put the muffs on, I can see water entering the housing. If I put the copper tube leading to the block inside the water hose, water flows freely from tattle tail. If i use compressed air to free any debris, it shows the lines are clear. Why isn't the impeller pushing the water? This really shows my inexperience, not to mention I am lacking the repair manual. I plan on gettig one next pay day.

nah ...........you really need to have it in a tub , most likely not enough water from garden hose .

I have been using muffs to run engines for years with solid results. The muffs are specifically designed to keep the engine cool out of water. I think it's something bigger than that. It's almost as if he shaft is not turning. Btw I did put the woodruff key in fit the impeller properly over it. And I did take the engine in and out of gear to see the prop spin. Before I put it in the water to try mitch's theory I would like to see some other ideas. Sorry match, nuthin personal, but every engine I have ever owned I ran with muffs with solid results so that option is pretty much eliminated from my troubleshooting queue

i have always used a good grease on housing and o-rings when reinstalling, tho some will say dont, i have never had an issue and it helps GREATly holding all in place for reassembly

i would suggest reinstalling the kit
trim motor all the way up when inserting driveshaft, watching watertube and shift shaft

Ok mitch! U were right! All apologies! Lol. But if I didn't have enough bad luck with my muffs and wasted time taking the lower on and off. I put it in the water to find out the damn thing is stuck in gear. And it's a &;&@$$ putting in and out of the water, because I live on the bayou and use my four wheeler. So now I have to drop the lower unit one last time.
