Model id and year

I'm trying to determine the age and model of a motor I might purchase. The id plate reads 682C L 556834. It's a Yamaha 9.9 ELHP. The owner says it's a 2 stroke, but I think it might be a 4 stroke. How can I tell?

A 9.9 ELHP is a 1991 two stroke.
