1997 Yamaha 130 V4 Oil issues

I've adopted 1997 Yamaha 130 V4 and now have it running. My issue is this. While running with cowling off, I see the oil reservoir on side of engine is too full and oil is dripping thru overflow tube. There is an oil reservoir in the battery box and a second oil reservoir on side of engine.
Does one feed the other? Could a pump or float be stuck?
