1989 70 HP Yamaha won't shut off

I rebuilt carbs. and hooked them correctly, i install new flex cables, now it starts right up but it won't shut off, i've even pulled off all 3 plug wires and it still keeps running, and it's smooth. The only way i can shut if down it to shut of the fuel. Help.

If you pull plug wires and it keeps running then the engine is running extremly lean on fuel or timming is way off or it is out of syncronize which can cause damage to engine. You might want to take it to your dealer to get checked out
