Yamaha 2HP - will not idle

My son and I have recently rebuilt this engine that had significant salt water damage (deep swim). It starts easily with half throttle and choke on. It will run at half throttle but stalls if the speed is reduced. There is an idle control- this makes no difference.

It starts easily and runs very smoothly - why will it not idle?

Help would be appreciated.

Recheck compression to check for broken piston ring, You may have a crankcase leak or crank seal leaking letting air in crankcase or low speed circuit in carb may be plugged

The problem was with a missing O ring between carb and inlet manifold.
