Help, my engine won't restart. 1997 115hp

I've got a '97 115 that starts right up, seems to run fine initially at idle and high rpm but when I get back to the dock and turn it off waiting for the ramp to clear, it does not want to start easily and if it does start will not rev up in gear. First time out it actually cut out while idling waiting in line. I changed plugs and sprayed some carb cleaner....second time out it started back up but would not increase power when in gear. I was able to limp up to the trailer. Bad carb or pump? any help would be appreciated.

Probably need to remove and clean carbs and fuel pump.
