2002 200 HPDI tilt/trim does not go down on control only

I have a 2002 hpdi 200 and the power trim/tilt down button on the control stopped working on the water the other day. The up and down both work using the switch on motor. I jumpered the wires on the control and still does not go down so I would think the switch itself is fine. Did a visual check for bad or loose wires and did not see anything. Any advise for a next step would be great!

Just to clarify when I say I jumped the switch I mean I eliminated it. I disconnected the quick connects on the wires from the throttle control switch under the dash. When I touch the red and blue together the motor goes up fine. When I touch the Red and green wire nothing, no clicking in the relay or anything. Makes me think the switch is fine. Up and down switch on the motor works both ways fine. Any help would be great.

Check for broken green wire in main harness, run a continuity test on wire.

Thanks, I will take a better look. Any chance the relay is bad?
