2000 25hp yamaha

hey im having a problem seems that the boat stays the same speed even with the throttle all the way up. prop seems ok and it appears to be engaging the gear all the way. did run some bad gas through earlier this year have since replaced the fuel filter. any ideas???

Run a compression test, check for spark at spark plugs, may need to remove and clean carbs.
