tilt and trim question

I have a 1990 yamaha 90 and had it tilted up with the travel locks in. When I went to go tilt up to release the locks it will not go up. I got the locks released and it will not go up or down. You press the button up or down the tilt trim motor spins and does nothing. IT is full of fluid. If anyone can help thanks

May have air in it, Try turning manual release screw on side and allow engine to go down.
