Is there a way to test a cdi unit before it is installed?

YES
BUT... you need a multi tester with a peak voltage adapter.
Even if you test on the bench and the readings are good, I have found that it can still not fire the motor.

2003,115 four stroke. After changing oil twice and using engine, the oil level reads overfilled on dipstick. Oil not milky, can gas get into crankcase? Engine runs and idles great.
