2003 150 HPDI 20 Amp Fuse blowing

The top left 20 Amp fuse blows everytime I turn the ingntion key to the on position. The motor tries to start but will not fire. Have no clue what that fuse is for, the wiring diagram in the owners manual doesnt say. ANY help would be greatly appreciated.

I think that was the fuse for the driver relay but it could be short in any the key on circuit that is blowning fuse.
