2004 70 hp changes rpm

throttel up to 3000 engine will drop to 2400 more throttel and will go to 3300 not full power throttel down to 2000 and engine will jump to 2400 and run like a new engine untill the throttel is increased and will reach 3300 without drop but not full power. The fuel system has been replaced carbs pump filter gass??

Possible an ignition or timing problem, might test all ignition components.

how is the cdi unit with mechanical timing linkage tested?

You have to have peak reading voltmeter to test input and output voltage of CDI unit.
