Power trim and tilt

I have a problem with my 2002, 225hp four stroke with the trim and tilt. If I bring the engine too far up and leave it over night, I am unable to trim it down. The motor whines, but nothing happens. If I go to the engine and jockey it back and forth, the tilt sometimes work. When I get it down, the engine works fine while underway. Any thoughts?

Check that the pivot bushing on tilt tube are not froze up from lack of grease.
