1990 30hp losing power on top end

Hoping you all can help....
Dirt Daubers built a nest in the air box, we weren't aware of that, and took the boat out. It died completely, got it to start and brought it back in (it was a short distance). Took air box off and found the dirt daubers in it.
Would this have messed the reeds up?
What else should I check? Cleaned out the air box and carboretor, and still won't run full throttle.

The dirt will damage every moving part in engine, need to take engine apart to clean dirt out and inspect parts and cylinders for damage.
