9.9 stalls when accelerating

I just recently bought a 1991 yamaha T9.9 ELRQ. I started it and it idles fine in and out of the water. When it is out of water and you put it in gear it will still run but as soon as you accelerate it will stall. When the motor is in the water you can't even put it in gear without it stalling. It also stalls when you accelerate in neutral. I took the carb off and cleaned it, yet I still have the problem. Any ideas of what's wrong?

The carb jets and passages are very small, make sure they are all clean.

Check the diaphram and passages on accelerator pump in carb.
