Carb problem @ 2400 RPM

I have a 1988 130ETLG outboard. The boat has been used 2-3 times past two years. I had the carbs rebuilt but the mechanic tells me the engine bogs down at 2400 RPM. The jets were replaced too. It sounds to me like a problem going from the low speed jets to the high speed jets. Mechanic is now talking about removing plugs and drilling out passages in carbs. Does anyone have suggestions about how to fix this problem? Thanks.

Not sure what passages he is drilling but cleaning should make it run as before unless it's the fuel inlet passage and he knows there is an obstruction in it that can't be removed without drilling.
