Stuck cowl

I have twin Yamaha F115's on a saltwater boat stored on a boat lift. Recently I went to remove the cowl on the starboard engine and the rear cowl latch handle would not release. After trying to manhandle the the latch open the handle broke off. Now what! How do I now get the cowl off? Is there any way to access the latch to break it free?

Are there any rivets holding the latch that could be drilled out?
