Vmax bogging on take off!!!! Help

Im at wits end. I have a 1999 vmax 200, carbed engine on ranger 518. Cranks fine, idles fine. When I mash the hot foot I can go all the way to the floor and it picks up only a couple hundred rps. I have to hold it to the floor for sometimes as long as 8 or 10 seconds. It will then kick in and come onto plane like its suppose to. After it planes off it runs fine. Mid to upper 60's on top end no problem. Had it in shop for 6 weeks, new filters, new plugs, rebuild on all carbs, new fuel pumps, water pump and compression check is fine. Got it home and its still doing it. HELP!!!!!!

Thats usually plugged carbs, carbs out of sync or timing off.
