Throttle/Timing won't advance out of neutral position

1999 25mshw...throttle/timing advance is stuck in neutral safety position

This has got to be something simple that I am overlooking, but i'll be damned if I can figure it out..don't want to rip everything apart just yet..

any suggestions?

Not sure which part you are referring to but if it's stuck then will need to free up and will probably have to disassemble, cleaned and regrease.
