reeds on 1989 excel?

Today I brought my nieghbor with me so he could drive and I could troubles shoot.

the bottom two carbs are spitting up and back out of the carb when under load. I put my hand in front of it and it was soaked.

I know " reeds never break" but the carbs are spotless, fuel pumps are new, spark plugs have bright blue spark ( able to jump a half inch on my tester) and this thing runs like crap. I have a tps problem, which was solved. Timing is right I get no power NOTHING over 3000 rpms. and it wont idle in the water

Am I going in the right direction? If I pull the intake can will it be obviuos?

I pulled the six reeds and four of the six I could see a lot of daylight. Tell me what you think... would this cause it to bog?

Yes, need to replace reeds.
