Tubes on side of oil tank?

My 2007 70TLR has three tubes on the aft side of the oil tank that connect to each other. Does any one know what these do? Also, should I see oil flowing in these tubes when the motor is running?

It allows any water in tank to go into tube for easy removal of water and is a level site tube to easily see what oil level is.
