'03 9.9 4 stroke start problem

This outboard wont start without fuel sprayed into carb, then needs help to keep running till warm. thoroughly cleaned carb-no dirt found. replaced start valve on carb-no change. can I check engine temp sensor or ignition/start module? probably should order repair manual, but just want to get it fixed soon.f9.9mshb. 10/02 production. also replaced leaking diaphram .

That is usually plugged jets or passages in carb. If you get the manual it will tell you how to test sensor.
