F60TJR trim works tilt doesn't

My boss has 06 Yamaha four stroke 60hp. He says that trim works but that it stops on the way up at the tilt (high speed) and if you wiggle lower unit and use button on motor it works. Does the trim sending unit just control tilt gage or does it also change speed from slow (trim) to high speed (tilt)?
Is the change from slow speed to high speed hydraulic con*****ed or electric con*****ed?

Trim sender only operates trim gauge, the trim motor is not a 2 speed motor, if it's running at 2 different speeds then have a low voltage problem or a bad trim motor.
