throttle position sensor adjustment

I got my 1989 225 excel running and it was not idling well. I redid the carbs still a rough idle. my nieghbor who was helping moved the tps and now it runs better. but, i wanna make sure it being out of adjustment is not a problem. I looked in my manual and all it says to do is to check the ohms between the wires at idle is this right? any help is appreciated

Set it at 0.41 volts with throttle plates completely closed.

how do i test the voltage? which two wires?
