fuel endrichment problem

I have a 2004,T50TLRC 2 stroke,
the problem I am having with the engine fuel enrichment system, when the leaver is in the normal run it can not be cold started must be set in the open setting , once engine is started reset back to normal and the the engine runs good but will not reach full power ,with WOT the engine will not reach full power by putting the enrichment system back to the open position the engine reaches full power but will run out of fuel and die.
I have removed and replaced the diaphragm did not have any hole but did have a strange fold next to vacuum port, I checked the prime/starter assy.
there was no movement during crank or engine running.
could this cause the condition I described.

Probably needs the carbs cleaned.

I had a very similar issue with my 2002 2 stroke 90 HP... Cleaned the carbs and the engine would surge. I used a bottle of ring free (Yamaha) and the engine is running great. I am going to keep using the ring free based on advice/insight on this board. Also, forgot to mention check your water separator filter if you have one...
