25HP 2 stroke throttle rigging

Recently bought a new 2 stroke outboard 25HP
When replacing the plugs I noted the Throttle quadrant has 2 arrows on it.
1 for idle and 1 for full throttle. When twisting the tiller I noted that the quadrant did not make the full throttle arrow.

Am I ok to adjust the cable to allow the roller to meet this arrow or is it a factory set so not to over speed the engine.
I cannot find any advise on the internet for this.

Best to wait until you get the 20 hour service done and let your dealer check it.
