60 ho tlrb 4 stroke runs rough

I have a high thrust 60 hp tlrb 4 stroke w/carbs it runs rough.The marina says the carbs need to be rebuilt had them done and still runs rough. Now it starts hard and will only idle a few seconds unless u throttle up a little. Any suggestions would be welcomed

The carbs may be out of sync, ask them to recheck synchronization.
