What does your service manual say that switch is for?
My 40 has two ,one tells the motor when the motor is cold or warmed up and the other tells it when it is overheated and sounds alarm and restricts the RPM

Its say when overheating it will limit the rpm.

Then it should set off an alarm also.
        So, what is your question?

From what i know that thermostart should limit the rpm or even shut the engine when the engine is overheated. When i start the engine and put the thermostart in boiling water, the engine still running.then i tried to heat the thermostart with lighter but still nothing happen.what is the prob

It only limits the rpm to around 2000. you will not notice anything at idle.
But it should set of an alarm if you have it hooked up

It forces the water to circulate to all parts of the motor and cool properly and keep the motor temperature at the proper temp so that the fuel will burn properly. it is not recommended to run without
