6 hp 2 stroke cooling 2008

hi folks,
my tell tale won't, i,ve checked the impeller replaced the thermostat blown air through all the ports, she's running cool but can't get it to come out the tell tale. i'm baffled.

If the tell-tale is not plugged up then probably need to replace water pump.
