115 hp, 4 cycle will not run above 3000RPM

Started last year with ethanol contaminated fuel, I've cleaned the high pressure pump screen, sent the injectors away to get cleaned and tested, replaced the gas (and tank) runs better but will only maintain an rpm of 2900 but if I goose it it will briefly go to 4000. WOT previously was 4500. Also changed plugs and did a compression test which was OK.

Need to check fuel pressure. Sounds like you need to change props, it should turn between 5000-6000 rpm's at full throttle.
