1992 250hp Stalling Problem

I have 2 1992 TURQ 250HP outboards. The starboard engine stalls at idle or when in gear at low speeds 700-900RPM. The engine will easily restart but will soon stall again. High RPM's seem to be OK. I changed out the spark plugs after finding one side of the engines plugs were badly fouled, but the engine still stalls even with the new plugs. The port engine is running fine. The boat is equipped with 2 fuel tanks. I dont have any test eqpt. other than a multimeter but would appreciate any ideas to try.

Could possible need carbs cleaned, may have plugged low speed jets. Check fuel pumps, have have bad diaphrams in them.

Can you describe how to clean the carbs,and how to check the low speed jets and how to check the pumps for a bad diaphram?

You need to get a service manual to remove and clean carbs to make sure you you get the back on synchronized properly.
