Top speed lacking

I have a 2001 four st 115, I cannot get full power. I have changed plugs, checked injectors but have not found problem. Found water in filter and replaced filter., also put treatment in tanlk and added injector cleaner. Looked at cable adjustment and it looks to be going wide opern. Would like to know if the vapor seprator can be drained without much trouble?Have a little roughness in engine at low speed but it will not go wide open.Need some help.

The vapor tank has a drain screw at bottom of tank, probably need to remove and clean vapor separator.
