'85 115ETLK takes a while to kick in

Hi all, especially gurus

Looking for some help, here is problem:

(time period after starting) - [symptoms during that time]

(1-2 minutes) - consistently creeps along around 2000 rpm
(3-7 minutes) - sporadically jumps here and there like it wants to kick in
(5-10 minutes) - eventually kicks in for good and will be full speed/rpm the rest of the day

Run compresion and saprk test. Check fuel system, fuel filters. May need to remove and clean carbs.

Using a digital multimeter, Ohm out your coil packs before you take it out and record the readings...then after its warmd up and running better...check them again to see if there is a substantial diference? Hope this helps....
