Help with disassembling lower unit on 8 HP ob

I would like to replace the oil seals in the lower unit but corrosion is preventing me from removing the lower casing cap. prop is off.

I have soaked it in PB Blaster over winter , the bolts are free but gentle tapping has not loosened it.

I don't see any way to get a puller attached.
Is heat my only option or are there other methods to try first?
