T8 and tilt problem

Just bought a 2006 T8PXH and the tilt works going down but not up unless you toggle the switch repeatedly. Read some other posts so i checked fluids, switched blue and green wires at the relay, and cleaned the brushes. No real change. The motor's pitch changes as it changes from starting to work (travels a few inches) to not working. Sounds like a hydraulic "by-pass" on some of my hydrostat tractors/bedlifts. Also found the filter on the gear assembly torn and some of the tag ends in the various ports. Wondering what others' experiences are to remedy the situation while trying to save another $200 - 800. Thanks.

Sounds like it either has air in system or valve stuck open inside unit, try loosen the manual release screw and raise and lower by hand to work air out.
