2004 115 FourStroke loss of power on top end

When I put my motor in gear it will stall and when I
pull the kids on the tube the boat will not turn the RPM's on the top end.
Should I change all of the fuel filters and water separater. I have new pluges in and I put seafoam in to try to clean the injectors.

Run a fuel pressure test,Probably need to clean Vapor separator tank.
