2003 200 HPDI PRESSURE CONTROL valve

I am going to replace my water pump and was wondering how hard it is to replace the PRESSURE CONTROL valve located at the bottom of the engine block. Do you have to remove the cowling?

You can get it out with an universal joint socket and long screwdriver, it is difficult to get it and spring aligned when reinstalling it.
