Water in F-100 Carbs...Replace?

I recently had my F-100 carbs removed and cleaned following water contaminated fuel issue and now I am experiencing more problems. Max WOT is down to 4400 from 5600 and RPMs are inconsistent through range. Work was done by reputable Yamaha Tech and he told me that when water enters carbs it damages the protective coating on the metals causing corrosion products to clog the jets. He now recommends replacing all 4 carbs. Is this accurate?

With that much loss in rpm's it still has bad problem if you take the carbs back apart and the are corroding again on inside then the carbs would probably have to be replaced.But it may not be a fuel problem it may be something simple like a fouled spark plug.
